Pollution and Climate Change: are carbon taxes and emission permits the right answers?

IREF Workshop – Prague, May 27, 2022

IREF will host a workshop on the topic mentioned in the title. It is a one-day event and will take place at the Anglo–American University of Prague. In particular, we are interested in contributions addressing the following issues: • Carbon taxes (CT) and permit emissions (PE) in theory and practice: what do they promise? What can they deliver? How much do they cost and who pays the bill? • Do we need carbon taxes or power taxes? Are they efficient? • Do fairness, efficiency and political feasibility require uniform rules or decentralised rules? What are the trade-offs, if any? • To which extent can CT and PE schemes operate without worldwide agreements? • The EU and extra-EU experiences • Do CTs and PEs enhance technological innovation and competition or do they lead to rent-seeking? • Carbon tax, carbon pricing and energy use: what do they mean for the taxman and for taxpayers • CTs and PEs as green tariffs: do they make sense? How will they affect world trade flows? The workshop will be in English and is open to all those who register before April 30, 2022 by writing to Prof. Enrico Colombatto (enrico_colombatto@hotmail.com). Scholars and experts who would like to present a paper/article should send an abstract to Enrico Colombatto before March 15, 2022. IREF will select the “winning proposals”, the authors of which will be IREF’s guests (travel and accommodation for two nights) during the workshop.
